Nao Technology Successfully Holds Online Training for European Clients on Investing in China: Practical Case Studies Facilitate Targeted Layouts for Foreign Enterprises

On the afternoon of October 21st, Naou Technology Co., Ltd. (hereinafter referred to as "Naou Technology") successfully held a special online training event for European enterprise clients planning to invest in China. Supported by the Foreign Investment and Foreign Trade Committee of China-Europe Association for Economic and Technical Cooperation (hereinafter referred to as "China-Europe Association Foreign Investment and Foreign Trade Working Committee"), this training focused on regional selection and practical implementation for European enterprises investing in China. Through in-depth analysis of 4 real upcoming projects, it clearly outlined an investment map for participating foreign enterprises, which was highly recognized by the clients.

Breaking away from the traditional theoretical teaching model, this training featured "practical cases + data analysis" as its core highlights. Naou Technology took 4 representative enterprises from Germany, France, and Italy—including a German automotive parts manufacturer (a steering system company planning to build a production base for new energy vehicle steering systems), the drinking water division of a French food processing group (planning to establish a new bottled water production and distribution center), the smart home division of an Italian smart home group (planning to launch an R&D and assembly project for smart home appliances), and a large German industrial automation and digital industry group (exploring the construction of a localized R&D center for industrial software)—and deeply aligned their investment needs with the industrial characteristics of different regions in China. Targeted analyses were conducted from four dimensions: population size, industrial chain support, investment costs, and operational expansion.

"We plan to set up a new production base in eastern or southern China. We need to be close to new energy vehicle OEMs while considering the local reserve of skilled workers. How can we balance these two needs?" During the interactive session of the training, Mark Scherder, Asia-Pacific Investment Director of the German automotive steering system company, took the lead in asking a question. In response, a full-time senior investment consultant from Naou Technology, based on the project's characteristics, said: "From the perspective of industrial chain synergy, Suzhou (Jiangsu Province) and Ningbo (Zhejiang Province) in the Yangtze River Delta gather OEMs such as Tesla and NIO, with the transportation radius of parts controllable within 300 kilometers. In terms of population size and skill matching, both places have over one million skilled manufacturing workers, and local governments offer special talent subsidies for auto parts enterprises. Regarding investment costs, the rent for standard workshops in Suzhou Industrial Park is approximately 8% lower than that in Ningbo Beilun District. However, Suzhou has more mature logistics support, giving it an advantage in long-term operational costs."

Subsequently, Sophie Leer, Head of China Region of the Drinking Water Division of the aforementioned French company, raised a question: "Bottled water projects have high requirements for water sources and logistics coverage. Which regions can meet water quality standards while quickly reaching densely populated markets?" The Naou Technology team answered with data support: "We recommend prioritizing Zhaoqing (Guangdong Province) in South China or Chuzhou (Anhui Province) in East China. Zhaoqing has high-quality water sources from the Xijiang River and is close to the Guangdong-Hong Kong-Macau Greater Bay Area, covering 120 million consumer populations, with logistics costs 12% lower than inland areas. Chuzhou is close to the core consumer market of the Yangtze River Delta. The local government's tax reduction policy for green food enterprises can last for 3 years. Meanwhile, there are supporting supply chains of enterprises such as Wahaha and Master Kong in the surrounding areas, which can reduce packaging material procurement costs by 15%."

Luca Rossi, Investment Manager of the Smart Home Division of the aforementioned Italian group, focused on long-term operational expansion: "If we first establish an assembly plant in one city and plan to expand to an R&D center in the next 3 years, which cities can provide progressive support for 'production + R&D'?" In response to this demand, the training team recommended Chengdu and Chongqing in the Chengdu-Chongqing Twin City Economic Circle: "A high-tech zone in the western region offers a high proportion of subsidies for R&D expenses of smart home R&D enterprises, and local well-known universities send out thousands of electronic information professionals every year. The smart home appliance industrial park in another new district in the western region has gathered more than 200 supporting enterprises, with assembly costs 10% lower than those in the eastern region. In the future, relying on the China-Europe Railway Express, it can radiate the western region and Central Asian markets, achieving the dual advantages of 'local production + cross-border expansion'."

After the training, Anna Kohe, Asia-Pacific Strategic Investment Manager of the aforementioned German digital industry group, stated: "This training was by no means 'empty talk'. Combining our software localization project, Naou Technology compared the talent policies and industrial ecology of Beijing Zhongguancun, Shanghai Zhangjiang, and Wuhan Optics Valley, and even detailed the salary differences of software engineers in different regions and cases of intellectual property protection. It gave us a very specific and vivid understanding of regional selection for investing in China, saving a lot of research time for the next step of decision-making."

A representative of Naou Technology Co., Ltd. mentioned in the summary: "In recent years, European enterprises' interest in investing in the Chinese market has been continuously rising. However, issues such as regional selection and industrial chain adaptation remain major concerns for overseas enterprises. “我们计划在中国东部或南部落地新的生产基地,既需要靠近新能源汽车主机厂,又要考虑当地技术工人的储备量,该如何平衡这两个需求?”培训互动环节中,该德国汽车转向系统有限公司亚太区投资总监马克·驰尔德(Mark Scherder)率先提问。拿欧科技专职资深投资顾问结合该项目特点回应:“从产业链协同看,长三角的江苏苏州、浙江宁波聚集了特斯拉、蔚来等主机厂,零部件运输半径可控制在300公里内;从人口规模与技能匹配度看,两地制造业技术工人数量均超百万,且当地政府针对汽车零部件企业有专项人才补贴;投资成本方面,苏州工业园区的标准厂房租金与宁波北仑区相差约8%,但苏州的物流配套更成熟,长期运营成本更具优势。”

随后,上述法国公司饮用水事业部中国区负责人索菲·勒尔(Sophie Leer)提出疑问:“瓶装水项目对水源地和物流覆盖范围要求高,哪些区域既能满足水质标准,又能快速辐射人口密集市场?”拿欧科技团队以数据为支撑解答:“建议优先考虑华南的广东肇庆或华东的安徽滁州。肇庆拥有西江优质水源,且临近粤港澳大湾区,覆盖1.2亿消费人口,物流成本比内陆低12%;滁州则靠近长三角核心消费圈,当地政府对绿色食品企业的税收减免政策可延续3年,同时周边有娃哈哈、康师傅等企业的配套供应链,包装材料采购成本可降低15%。”

 上述意大利集团智能家居分部的投资经理卢卡·罗栖(Luca Rossi)则关注长期运营拓展:“若我们先在一个城市落地组装厂,未来3年计划拓展研发中心,哪些城市能提供‘生产+研发’的递进式支持?”针对这一需求,培训团队推荐了成渝双城经济圈的成都和重庆:“西部某高新区对智能家居研发企业的研发费用补贴比例大,且当地知名高校每年输送几千名电子信息专业人才;西部另一新区的智能家电产业园已聚集200余家配套企业,组装成本比东部低10%,未来可依托中欧班列辐射西部及中亚市场,实现‘本地生产+跨境拓展’的双重优势。”

培训结束后,上述德国数字工业集团亚太区战略投资经理安娜·科贺(Anna Kohe)表示:“这次培训完全不是‘纸上谈兵’,拿欧科技公司结合我们的软件本地化项目,对比了北京中关村、上海张江、武汉光谷的人才政策与产业生态,甚至细化到不同区域的软件工程师薪资差异和知识产权保护案例,让我们对中国投资的区域选择有了非常具体、形象的认知,为下一步决策节省了大量调研时间。”
